In light of this week's visit by U.S. Assistant Secretary of State for Near
Eastern Affairs William Burns, this Daily Star editorial discusses recent
developments taking place on the Israeli-Palestinian scene: "The stew is,
indeed, thickening, and may be ready for savouring very shortly. Or so it
appears. We have, however, seen it all before - apparent progress, raised
hopes, and then ... nothing. We cannot afford to be overly optimistic, yet
the signs are more promising today than they have been for years."

State, Bedouin ready for mediation effort on land disputes

In a meeting with U.S. mediation expert Prof. Larry Susskind last week, (Israeli) Attorney General Menachem Mazuz gave his approval for a course of mediation between the state and the Bedouin residents of the Negev. The process, the first of its kind in Israel, is aimed at solving land disputes in the Negev and the problem of unrecognized villages.

According to Dreilinger, Fischer "realizes that he cannot pull off an
economic miracle without a political breakthrough with the Palestinians.
[.] The election of Mahmoud Abbas, together with the upcoming Israeli
evacuation of settlements and troops from the Gaza Strip and a small part
of the West Bank, could present an opportunity for Palestinians and
Israelis to work together productively to the benefit of their respective
economies.

Thirty-five Palestinian, Jordanian and Israeli health professionals spent
five days together in September learning how to monitor and respond to disease outbreaks. This course, sponsored by Search for Common Ground, was the first activity in a project to build cooperation on infectious disease surveillance among the three nations.  "I think we as professionals can do more than politicians can. I hope the politicians can learn from us," said an official from the Jordanian Ministry of Health.

Former Israeli Foreign Ministry Director-General David Kimche recently participated in a conference in Israel about Arab perspectives on peace.  Several Palestinian and Jordanian speakers were nearly denied permission from Israeli authorities to enter Jerusalem for the conference.  Reflecting on this experience, Kimche asks, "Is it not in our interest to foster good relations with those of our neighbors who speak for peace and nonviolence? Security is, of course, a supreme imperative. But let's use our head when working for this goal. Neither the Shin Bet nor the IDF emerges with flying colors from that particular test."

Yassir Arafat starb heute um 3.30 Uhr in Paris. Die Situation in Ramallah ist ruhig. Die Geschäfte sind geschlossen. Die Palästinensische Selbstverwaltungs-Behörde (PA) hat eine 40-tägige Staatstrauer ausgerufen. Vom Minarett der großen Moschee in Ramallah schallen über die Häuser der Stadt die Koranverse. Am Manara-Platz, der Stadtmitte Ramallahs, sammeln sich Menschen – die Journalisten sind derzeit noch in der Überzahl. An der Muqata, dem ehemaligen Sitz und zukünftigen Mausoleum Arafats, hat sich die Anzahl der TV-Uebertragungswagen seit gestern nochmals erhöht. Aus dem Gaza-Streifen werden erste Trauerdemonstrationen gemeldet.

On Monday, Defense Minister Shaul Mofaz came to the Prime Minister's Office in Jerusalem and showed Ariel Sharon a binder of aerial photographs. One might have assumed some secret mission across the border was being considered but Mofaz's photos documented not nuclear facilities in Iran, nor Hezbollah rockets in Lebanon - but the progress of construction of settlement outposts.
