Israel is using excessive force in the
occupied Palestinian territory (OPT),
violating human rights in the name of
counter-terrorism, and its building of a
"separation wall" and expansion of
settlements bear the hallmarks of annexation
and illegal "conquest," according to
a United Nations human rights report released
today.

More than half of the eight million
children of primary school age in 19 Arab
countries who remain out of school are girls,
although when given the chance to gain an
education, they tend to repeat less than boys
and complete their schooling more often, the
United Nations Educational, Scientific and
Cultural Organization (UNESCO) said in a new
survey released today.
Unesco says 5 million of the 8 million denied
access to primary school are girls. While
equal enrolment rates among boys and girls has
only been achieved in five countries, compared
to other regions, the Arab states had better
gender parity in terms of access to primary
school than countries in Francophone Africa.
The enrolment picture was also different in
secondary education, where more girls than
boys attend school at this level.
Considerable investment has been made in
education throughout the region over the past
40 years, and that large increase in spending
has paid off with the time spent in school
increasing by about two and a half years, the
survey indicates.
The report - which covers the 1999 and 2000
school years - does not take into account the
effect of the conflicts in the occupied
Palestinian territories and Iraq, both of
which, the survey finds, had reported
relatively high levels of participation in
schooling.

The United Nations and the World Bank will
present tomorrow in Jerusalem
findings from two reports exploring the impact
of conflict on the bleak
state of the Palestinian economy. Exploring
the devastation in the West Bank's productive
sectors, the UN Special Coordinator for the
Middle East Peace Process, Terje Roed-Larsen,
will discuss results from a report entitled:
"The Impact of Closure and other Mobility
Restrictions on Palestinian Productive
Activities." It includes micro-economic
analysis and numerous case studies about the
impact of the crisis on firms and families.
The World Bank study, "Two
Years of Intifada, Closures and Palestinian
Economic Crisis" complements the UN
report by providing a major macro-economic
analysis of the conflict. The Bank's Director
for the West Bank and Gaza, Nigel Roberts will
present it.

The poll deals with public attitudes toward
the peace process and reconciliation, armed
confrontations, evaluation of PA performance,
calls for political reform, and popularity of
Arafat, Fateh, and Islamist groups. The total
sample size of this poll is 1317 from
Palestinians 18 years and older, interviewed
face-to-face in 120 locations in the West Bank
(810) and the Gaza Strip (507). The
margin of error is 3%.

Die Israelisch-Palästinensische Koalition
für den Frieden (Israeli Palestinian
Coalition for Peace, IPPC ) setzt sich
zusammen aus israelischen und palästinensischen
Politikern, Wissenschaftlern, aktiven
Vertretern von Nichtregierungsorganisationen
und Persönlichkeiten aus dem Kulturleben. Die
IPPC setzt sich ein für das Prinzip einer
Zwei-Staaten-Lösung auf der Grundlage der
Grenzen von 1967, bei der Israel und Palästina
nebeneinander bestehen mit der jeweiligen
Hauptstadt in Jerusalem.
Bundesaußenminister Fischer ist während
seiner Nahostreise im Februar 2002 mit
Vertretern der Organisation zusammengetroffen.

glaubwürdigen Eintreten gegen
Rassismus", so Heiko Kauffmann, Sprecher
der Bundesweite Arbeitsgemeinschaft PRO ASYL,
in einer ersten Reaktion zur Abschlusserklärung
der NGOs in Durban. Die Organisationen
bedauern, dass auf dem NGO-Forum in einem äußerst
undurchsichtigen Verfahren eine Erklärung
angenommen wurde, in der Israel u.a. als
"rassistischer Apartheidsstaat"
diffamiert werde. Nach Angaben der Delegierten
vor Ort, Jean-Claude Diallo und Judy Gummich,
haben bundesdeutsche
Nichtregierungsorganisationen gegen diese
Israel-Passagen gestimmt und werden sich
weiterhin klar distanzieren.
Am 28. März 2001 behandelte
UN Commission für Menschenrechte in seiner
57. Sitzung die Lage in der Westbank und im
Gaza Streifen.
